The overall goal of this Project is to strengthen democratic practices and institutions by improving the implementation of the right to access to information of public importance that relates to public officials.

The specific objectives of the Project are as follows:

  • Proper understanding and finding the balance between the right to personal data protection and the right to access information on public officials
  • Identifying and overcoming key problems in the implementation of the Law on Free Access to Information of Public Importance, primarily in relation to the implementation of the decisions brought by the Commissioner for Information of Public Importance and Personal Data Protection
  • Empowering and connecting the media and CSOs in defending the right to access information of public importance

Public institutions are increasingly making difficult for public to access the information of public importance with an excuse that they are protecting the privacy of public officials. This practice obstructs the control of the public, diminishes the accountability of work of public institutions and keeps citizens uninformed. All this poses a threat to legitimate expectations of privacy in other contexts, while controversial issues of public importance do not receive their epilogue. Therefore, the aim of the Project is to firstly identify problems in enforcement of the Law on Free Access to Information of Public Importance, to empower CSOs and the media to jointly defend the right to free access, and lastly to initiate a public debate on ways to overcome the identified problems.
