The Partners Serbia 2024 Annual Work Programme under the Framework Partnership Agreement – "Improvement of Transparency in Public Administration", is a 12-month initiative (January – December 2024) aimed at strengthening transparency standards in Serbia in line with EU principles of good governance, supported by the Delegation of the European Union to Serbia.

Specific objectives:

 

  1. Support legislative reform processes in the domain of transparency in line with the existing EU standards in the area of public administration reform.
  2. Strengthen capacities of civil society to influence the transparency and openness policies in Serbia.
  3. Support public institutions to improve their openness and transparency practice

 

Activity cluster 1 will support public institutions in improving their openness and transparency practices by monitoring and analyzing the current levels of transparency across all three branches of government—executive, legislative, and judicial. The evidence gathered will inform Partners Serbia's advocacy efforts.

Activity cluster 2 will support legislative reforms to improve transparency, aligning with existing EU standards on public administration. This will be achieved through data-driven advocacy, drafting targeted legislative amendments and policy briefs, initiating strategic litigation, and organizing workshops and consultative meetings with public institutions.

Activity cluster 3 will work to (objective 3) strengthen capacities of civil society to influence transparency and openness policies in Serbia by providing capacity building for CSOs, journalists, and activists on transparency-related topics and by creating an open space platform for knowledge sharing.
